Say someone comes in and asks for a new sidewalk. Which you charge to residents. You're going to put in new water mains or sewers or roads in X months or a new streetscape for a BRT line which require tearing out the sidewalk and replacing it anyways

Stop right there on replacing the sidewalk for that one resident. Save the money and time of everyone. Do the sidewalk later.
