Downtown to the Plaza has tunnels beneath it. Make these into
conduits to the rivers then take the storm drains and drill them
to drain into the tunnels. Also start ticketing people who dump leaves, grass clippings, and trash into the street to get washed into the storm drains. This is LITTERING. This causes extra work for the treatment plants and ultimately costs us money.
