I'd like to propose another idea. Implement corridor systematic inspections on a regular basis. Every 3-4 years, target the I-70 corridor from Kansas to Independence and get it cleaned up. Then take 71 highway, same thing, then Pasoe, Troost, Main, Linwood, etc... Only go 1 block either side of the corridor. This should boost the mage of the city and may jump start the surrounding neighborhoods.
