Rather than have the Water Service Department contract out their Street Cut Restoration that cost tax payers somewhere between $10m to $15m annually. Have the Public Works Department complete the restoration of these WSD Street Repairs, and transfer the money that's allocated for the proceeding years WSD restoration budget to the Public Works General Fund or Street Resurfacing Budget of Public Workss. This would save City Jobs and the citizens would get more done for less money, because most City Employees salaries has been frozen for several years. This worked several years ago but it had a small problem, that can be fixed easy.
