It's been done before, don't know why it's not done anymore. The City should get free labor from all the High Schools students that have to do community service and they should also get free labor from all the people in City Jail or on probation as a form of community service. They could be cleaning up our streets for Public Works, planting flowers for Parks and Rec, picking up tires and disposing of them correctly, going to all the city buildings and picking up the recycling items and taking them to be recyled. I'm sure there are many other things that can be done for community service, those are just a few thoughts.
